At least, that's how I understand it. The endpoint supports transactions but the receiving thread is not creating a transaction scope for reception. There has been some work in this area to change the thread manager to use a dispatcher thread to read the message and retain it through the acceptance and consumption process, but that's not ready for prime time yet.
